  • A COI occurs when there is a divergence between a Staff’s private interests and his/her professional obligations to the University. It may arise when an individual has the opportunity or appears to have the opportunity to influence the University’s administrative, academic, research, business or other decisions, which could result in personal or financial gain or advantage of any kind, regardless of whether the value can be ascertained or determined.
  • A COI can be either actual, potential or perceived conflict of interest, and should be declared by the Staff or otherwise brought to the attention of the University.

Why do I need to declare?

NUS is in a position of trust in relation to its stakeholders, external organisations as well as with the public.

To maintain the trust and confidence established by the University, staff have a responsibility in their professional conduct & carrying out work for the University, to the government, donors, parents, students, and to use resources prudently and ethically. Considerations for personal gain, financial or otherwise, must not influence the decisions or actions of staff in carrying out their responsibilities to the University.

Ethics and Integrity are shared values of today’s leading organisations. Avoiding conflicts of interests (actual or potential) safeguards fair-play, equity and trust.

Who needs to declare?

The Conflict of Interest Policy applies to:

  • All full-time staff including those on part-time work arrangement, leave for academic purposes (e.g. sabbatical leave), no-pay leave or any other type of leave
  • Part-time staff e.g. adjunct staff Full-time and part-time visiting staff
  • Staff appointed under the Part-time Teaching Appointments Scheme
  • Casual staff
  • Students hired as teaching assistants / on assignments

In the event of failure to submit a declaration, submitting a false or incomplete declaration or non- declaration of COI, would be in violation of the policies of NUS and staff may be subject to disciplinary sanctions.

When and How to Declare?

All staff shall make an ad-hoc declaration as soon as one is aware of the potential or apparent conflict of interest.

If there are any changes to the COI declaration submitted previously, you can log into the COI system to submit an updated declaration. Please contact your Faculty Administrators if you need to submit an
offline declaration.

What to declare?

On the Annual COI Declaration form, staff will be asked to disclose and declare any COI in these key areas :

  • Student applicants-admission related matters
  • Staff & Student relationships
  • Job applicant & Staff relationships
  • External Commitments
  • Intellectual Property Rights Management, Patents and Royalties
  • Financial Interests in third-parties
  • Research and related matters

The instances of COI are not exhaustive – some scenarios are illustrated under the section on FAQ

Staff are encouraged to discuss COI matters with the Reporting Manager where necessary approvals are required pursuant to other
applicable policies.
